Solar is still worth considering in Pakistan in 2026, but the way a solar investment should be evaluated has changed.

Under Pakistan’s current net-billing framework, the most important question is no longer simply how much electricity a solar system can send back to the grid. A more useful question is:

How much of the electricity generated by the system can the property use directly?

That matters because NEPRA’s Prosumer Regulations, 2026 treat electricity imported from the grid and electricity exported by a prosumer differently. Electricity supplied by the distribution company is billed at the applicable consumer tariff, while electricity supplied back to the grid is credited according to the national average energy purchase price.

For homeowners and businesses planning a new installation, that makes system sizing, load timing and self-consumption more important than simply installing as much capacity as the roof can accommodate.

What Changed Under Pakistan’s 2026 Net-Billing Rules?

Pakistan’s Prosumer Regulations, 2026 came into force on February 9, 2026. Under the regulations, electricity imported from the distribution company is billed using the applicable tariff, while exported electricity is credited separately at the national average energy purchase price.

This means imported and exported electricity should not be treated as having the same financial value.

For a new solar buyer, that changes the design logic.

A system that produces a large surplus during the day while the property consumes relatively little electricity may have a different financial outcome from a system where most solar generation is consumed directly by the home, office, shop or factory.

Is Solar Still Worth It in Pakistan?

For many homes and businesses, yes — provided the system is designed around actual electricity usage.

Solar is generally more attractive when:

• Electricity consumption is high enough to justify the investment.

• A meaningful portion of consumption occurs during daylight hours.

• System capacity is based on historical consumption and actual loads.

Why Self-Consumption Matters More in 2026?

Consider two properties that generate the same amount of solar electricity.

The first is a residence where most occupants are away during the day. Much of the household’s electricity use occurs after sunset.

The second is a commercial office where air conditioning, computers, lighting and equipment operate from morning until late afternoon.

Even if both systems generate similar amounts of electricity, the office may use a much larger portion of that generation directly.

That is solar self-consumption.

Electricity consumed directly from the solar system reduces the amount the property needs to draw from the grid at that moment. Surplus electricity, on the other hand, is exported and handled under the applicable net-billing arrangement.

Your electricity bill is one of the most useful documents for initial solar planning because it shows historical consumption.

Ideally, several months of bills should be reviewed rather than relying on a single month. Electricity use can change substantially between summer and winter, particularly where air conditioning, heating, irrigation or seasonal commercial loads are involved.

However, the bill does not always reveal the full picture.

Two customers can consume the same number of units in one month while having completely different load profiles.

For example:

• One household may consume most electricity after sunset.

• Another may operate air conditioning, appliances and home-office equipment during daylight hours.

• A factory may maintain substantial production loads throughout the day.

Their solar designs should not automatically be identical.

• Backup during outages is important.

• Excess daytime energy needs to be shifted to later hours.

• The customer wants greater independence from grid supply.

Battery capacity should be based on the loads that need to be supported and the desired backup duration.

Commercial and Industrial Solar Can Still Be Particularly Attractive

Businesses often have one natural advantage: their electricity demand frequently overlaps with solar-generation hours.

Factories, offices, workshops, educational institutions, warehouses, retail facilities and other commercial sites may operate substantial loads throughout the day.

That can allow a larger share of solar generation to be consumed directly.

For commercial and industrial projects, however, system design should go beyond a simple monthly-unit calculation.

A proper assessment may need to consider:

• Operating hours.

• Weekday and weekend load patterns.

• Peak demand.

• Machinery and motor loads.

• Available rooftop or ground area.

• Structural requirements.

• Electrical infrastructure.

• Future expansion.

• Backup requirements.

• Project economics.

The Approval Process Changed Again in August 2026

Pakistan’s prosumer framework is still evolving.

On August 6, 2026, NEPRA published S.R.O. 1330(I)/2026, amending the Prosumer Regulations, 2026. Under the amended framework, distributed-generation facilities of 25 kW or below no longer require NEPRA concurrence, with approval handled by the relevant distribution licensee.

This is particularly relevant to many residential and smaller commercial installations.

Because regulations can change, customers should confirm current application and interconnection requirements with their relevant distribution company before proceeding.

What Should You Check Before Investing in Solar?

A professional solar proposal should explain more than the price and system capacity.

Before committing to an installation, ask:

• Why has this particular system size been recommended?

• How much electricity does the property use during daylight hours?

• How much generation is expected to be consumed directly?

• How will surplus generation be handled?

• Is battery storage necessary?

• How were backup requirements calculated?

• How do shading and available space affect the design?

• Which inverter architecture suits the property?

• What electrical protections are included?

• What approvals and interconnection requirements apply?

If a proposed system size is presented before your actual electricity usage has been reviewed, ask how that capacity was calculated.

When Solar May Need a More Careful Assessment

Solar should not be treated as an automatic purchase for every property.

The economics may require closer evaluation where:

• Electricity consumption is very low.

• Most usage occurs after sunset.

• Usable installation space is limited.

• The roof is heavily shaded.

• The property may be sold or vacated soon.

• Significant structural work would be required.

• The proposed system is substantially larger than the daytime load.

• Battery requirements materially increase project cost.

In some cases, reducing unnecessary consumption or replacing inefficient equipment first may lower the solar capacity eventually required.

A technically appropriate system is more valuable than a larger system selected simply because additional panels can fit.

The Better Question to Ask in 2026

The question is not simply:

“Does solar still work after net billing?”

A better question is:

“Can the solar system be designed around the way my home or business actually uses electricity?”

If the answer is yes, solar can still provide meaningful long-term value in Pakistan.

Net billing has not eliminated the value of generating electricity on-site. It has made proper sizing, load analysis, self-consumption and engineering decisions more important.

Before selecting a system capacity, review your electricity history, daytime loads, backup requirements and site conditions. Those factors provide a stronger basis for investment than choosing a package solely by kilowatt size.
